Resolution to adopt the 2005 Ohio Fire
Code with Jackson Township addendums to the Ohio Fire Code and establish
a Permit/Fee Schedule as set forth in Section(s)105.1.1, 105.1.1.2 and
Appendix A, Ohio Administrative Code 1301:7-7-01 of the Ohio Fire Code
2005 edition passed April 5, 2006 by the Jackson Township Board of
Trustees.

Any permit or fee not approved/obtained
and paid for prior to May 5, 2006 will be subject to the new fee
schedule.

The Fire Code Official may waive the
fee when the permit is obtained by a non-profit organization or is for a
non-profit function.

The Fire Code Official may require that
plans be submitted by electronic media in a format approved by the Fire
Code Official. (PDF format)

All contractors found working without
an approved permit shall be charged twice the permit fee.

All Fire Protection Systems and
Building plans shall be submitted to the Jackson Township Fire
Department Fire Code Official through the Grove City Building Department
for review and comment by both entities prior to being installed in any
project. All permits and fees shall be obtained from the Fire Code
Official and paid in full prior to any part of a Fire Protection System
being installed in any project. This permit and fee schedule is in
addition to those required by the Grove City Building Department. All
Fire Protection System plans shall be submitted to the Jackson Township
Fire Department Fire Code Official for review and comment prior to being
installed in any project.

thrust block inspections).

Part II. Inspection, Re-inspection,
Retest of Failed Fire Protection Systems and Other Fees:

(1)
Pre-installation hydrant
inspection*
-
-
All fire hydrants to be installed shall
be inspected by the Fire Code Official for approval prior to
installation in the ground. This fee shall apply to each trip made by
the Fire Code Official.
-
-
(2) Re-test of Failed Fire Protection

Note * All Permitted pre-scheduled
inspections/tests canceled after 08:30 am the day of the
inspection/test, will be subject to the $75.00
re-test of failed inspection fee.

Re-inspection fee-Existing
Commercial Properties (more than two 2 re-inspection trips)

-
The usual and accepted number of
re-inspections to resolve fire code violations in commercial properties
and businesses shall not exceed two re-inspections. If in the fire code
official’s opinion, progress to correct the violations is not being
made, the business owner shall be charged $50.00
per trip beyond the two re-inspections until the violations are
corrected.

Any required annual permit
that is thirty days or more past due will be charged a late fee of $25.00
and could result in operations being stopped until the permit is
renewed.

Special Hours
Inspections:
-
-
Any requested or required fire
inspection which occurs or continues outside the normal workday for the
Fire Inspection Bureau will require a Special Hours Inspection fee of
$75.00 per hour, per Fire Inspector, with a
minimum of two hours per Inspector ($150.00). Business hours for the
Fire Inspection Bureau are: Monday-Friday 0800-1600. Any hours beyond
the two (2) hour minimum will be charged at $75.00
per hour.

Permit to use a Public
Hydrant (All Yellow)
-
-
The Jackson Township Fire Department
requires a Public Fire Hydrant Usage Permit. The permit holder is also
required to obtain a hydrant permit from the City of Columbus Division
of Water. Also, any use of a public or private fire hydrant requires the
use of a backflow preventor. A backflow preventor can be rented from the
City of Columbus Division of Water. Phone number for the Columbus

Permit to use Private
Fire Hydrant (Yellow with White caps and bonnet)

Owner(s) of the property are permitted
to use their private fire hydrants with the following stipulations:

-
a.) A permit must be obtained from
Jackson Township Fire Department.
-
b.) All rules pertaining to the use
of fire hydrants and permit requirements shall be strictly followed or
the permit will be revoked and or the owner will be charged by the
Jackson Township Fire Department for non-compliance with the rules and
permit requirements.
-
c.) Any damage caused to the fire
hydrant during this use shall be the sole responsibility of the owner of
the complex or business.
-
d.) There is not a fee for this permit
as long as the owner or his representative obtains the permit and
accepts all responsibility. If the owner contracts with an outside
agency, that agency will be charged the same fee for a public fire
hydrant usage permit, through the Jackson Township Fire Department and
the City of Columbus Division of Water.

Use of a Fire Hydrant
(Public or Private) Non-compliance

-
All rules and permit requirements
pertaining to the use of public or private fire hydrant shall be
strictly followed or the permit will be revoked and or the owner will be
charged by the Jackson Township Fire Department for non-compliance with
the rules and permit requirements. The charge for non-compliance shall
be $300.00 per occurrence.

Special Event

"When, in the opinion of the Fire Code
Official, it is essential for public safety in a place of assembly, work
or any other place where people congregate, because of the number of
persons or the nature of the performance, exhibition, display, contest
or activity, the owner, agent or lessee shall provide one or more fire
watch personnel, as required and approved, to remain on duty during the
times such places are open to the public, or when such activity is being
conducted. The fire watch personnel shall keep diligent watch for fires,
obstructions to means of egress and other hazards during the time such
place is open to the public or such activity is being conducted and take
prompt measures for remediation of hazards, extinguishment of fires that
occur and assist in the evacuation of the public from the structures".

Special Event Permit
-
-
Any special event in which the Fire
Code Official requires a special event permit; the Fire Code Official
may require the event promoter to contract with the Jackson Township
Fire Department for the fire watch and or Emergency Medical Services
during the hours of the event.
